Steps to enable OEM unlock and USB debugging
Open the MI Account in Settings. Sign in if you already have a MI account OR create a new Mi account. Enable Sync and Find device options from Mi Cloud and tap continue. Go back to the About Phone section. Scroll down and tap on the MIUI version 7 times. Tap on it until a message saying, ”You are now a developer” appears. This will enable the hidden developer option. Go to Settings > Additional Settings > Developer options. Scroll down and enable the OEM Unlocking option. Also, enable the USB debugging option.

Steps to Unlock Bootloader of Poco M2 Pro
Boot your Poco M2 Pro into Fastboot mode. To do so, power off the phone. Now, press and hold the Volume Down button + Power button simultaneously. Leave both the buttons as soon as you see the Fastboot logo. Keeping the phone as it is, connect it to your PC via a USB cable. Extract the downloaded Mi Unlock Tool on your PC. Run miflash_unlock.exe file. Sign-in into the Mi account. Enter the same Username and Password which you have used on your phone. If the MI Unlock Tool does not detect your phone, then again install Poco USB drivers and the ADB drivers. A popup window will appear on the screen. Click on the Unlock button. Again a warning unlock countdown window will show up. Tap on the Unlock anyway button to start the actual Xiaomi Poco M2 Pro unlock bootloader process. It will take a few minutes to finish.
